The Senate had passed a version of the overhaul early this month but changes made by the House prior to their vote last week made Monday’s final approval necessary. Voters need to approve part of the proposal because it changes benefits for current employees. The Senate faced a deadline for making the May 17 special election ballot. The Senate again approved the legislation unanimously. Ten Republicans voted against the three bills last week after questioning the small savings in the proposal.
